About this role

The Role The EL 1 Integrated Test Engineer - Certification and Assurance Manager is accountable for leading the Regional Maintenance Centre – West (RMC-W) Technical Quality Assurance Team, managing allocated resources, setting work area priorities, managing workflows, developing strategies and evaluating business outcomes.

This role is responsible to the RMC-W Maintenance Demand and Operations Manager (MDOM) for the governance of elements in support of RMC-W deliverables supporting the sustainment of Maritime Domain capability assurance.

This position has management responsibilities and manages subordinate Technical Quality Assurance and Data Analytics positions within the Maintenance Planning and Assurance team in RMC-W.

Key duties include but are not limited to: • Accountable for managing the RMC Technical Quality Assurance Team. • Accountable for exercising assigned technical authorities and any Technical Regulatory Authority delegations. • Lead, plan and deliver critical complex to very complex technical activities and packages to provide advice in all relevant technical functions and management systems working to agreed priorities and outcomes. • Translate high-level goals and outcomes, identify issues and uncertainties and incorporate these into planning, decision-making, priority setting and implementation. • Implement relevant technical knowledge and processes to deliver advancements to established technical principles, techniques, methods and regulations. • Work collaboratively, communicate effectively with internal and external stakeholders and influence the work of teams to ensure successful delivery of technical outputs. • Assess technical packages, reports, processes and product and equipment performance to meet specified requirements, review recommendations for continuous improvements and corrective actions. • Evaluate technical activities to understand critical factors for success and engage in continuous improvement and innovation to ensure that delivered capability meets requirements. • Lead and ensure safety aspects of Defence capability are considered and incorporated into technical activities. • Work with representatives from Navy and the Regional Maintenance Provider to ensure that system testing and certification requirements are embedded into each scheduled EMP during the planning phase. • Conduct audits to assure the Commonwealth that maintenance is delivered to the required technical standards and quality. • Coordinate the resources needed to support witness and hold points during each EMP.

About our Team Maritime Systems Division (MSD) operates within the Naval Shipbuilding and Sustainment Group delivering in-service support to Navy and Army along with delivering new capability to Government. MSD is embarking on transformational change to establish the Maritime Sustainment Model and ensure the organisation is able to respond to emerging demands and strategic priorities.

The Regional Maintenance Centre – West sits within MSD and is the governance organisation overseeing the contract for the Regional Maintenance Provider – West (RMP-W). RMP-W will provide an integrated and consistent approach to continuous sustainment by enabling a longer-term picture of demand, coordination of resources and standardisation of processes, contracts and procedures across asset classes.

Combined with enabling maintenance to occur closer to operational areas, this will ensure Navy can fight and win at sea. Regional Maintenance Centres will build on the Australian Industry Capability Program by incentivising industry to build regional and local capacity and capability. They will also support the development and improved utilisation of the Navy technical workforce.

This will lead to the development of Sovereign Sustainment Capability. In short, the Regional Maintenance Provider is the contractor and undertakes the Management/Execution of ships maintenance tasking in the sustainment environment while Regional Maintenance Centre - West is the Governing body and Commonwealth contingent.
