Head of Cyber Programs / Senior Program Manager - Cyber Programs | EL2 Equivalent
Senior Program Manager Federal Government client is seeking an experienced Head of Cyber Programs to lead the strategic delivery of a high-profile cyber capability and international cooperation program. This senior leadership role is responsible for program governance, stakeholder engagement, contract and financial management, and leading multidisciplinary teams to deliver complex cyber initiatives.
Key Responsibilities
• Lead the strategic direction, design and evolution of cyber and critical technology programs.
• Oversee program implementation, governance, budgets, procurement, contracts and complex risks.
• Lead and support project officers, program managers and specialist resources.
• Manage complex funding arrangements and ensure effective financial oversight.
• Build strong relationships with Australian Government agencies, international partners, industry, civil society and other delivery partners.
• Provide authoritative strategic advice to senior executives on program delivery, budgets, procurement, grants and financial matters.
• Lead monitoring, evaluation, reporting and forecasting across the program.
• Ensure activities are delivered in accordance with relevant legislation, policies, procedures and government priorities.
• Support effective governance arrangements, including senior-level steering committees.
About You
We are looking for an accomplished senior program leader with substantial experience delivering complex government programs , ideally involving cyber security, critical technology, international development or international engagement.
You will ideally have:
• Extensive strategic and operational program management experience, primarily within government.
• Experience delivering multi-million-dollar, multi-country programs and activities .
• Strong experience in contract and budget management, program implementation, governance and complex risk management.
• Demonstrated leadership of staff, contractors and consultants.
• The ability to set strategic direction and translate policy objectives into practical program outcomes.
• High-level judgement and decision-making capability in complex environments.
• Strong experience engaging senior executives, government agencies, industry and external partners.
• Excellent written and verbal communication skills.
• The ability to operate autonomously and effectively in high-tempo policy and operational environments.
Security Clearance
• Negative Vetting Level 1 (NV1) is required.
• Applicants must be Australian Citizens .
Location
• Canberra, ACT
• Primarily office-based.
Contract
• Initial 12-month contract
• 12-month extension option
• Full-time engagement (37.5 hours per week).
